Try
the following to correct the problem:
Once you are at the Login page, (http://paragonplus.acs.org/login), be
sure you are clicking the correct button. The correct
Log In
button is located in the same box as the User ID and Password
fields. If you are clicking the Log In link on the top right of the page
the screen will simply refresh, since this link's function is to take you
to the Login page.

If you are using
Internet Explorer, check your Content Advisor
settings Your Content Advisor must be set to
Enable. To check this,
choose Tools > Internet Options from the top tool bar, and then choose
the Content tab. The first section, Content Advisor, should have an
Enable button displayed. If it says
Disable instead, clicking it
changes it to Enable. If you receive a password prompt when attempting
this, you may have to contact your IT department to perform this action
for you.
