With Congress requiring government programs to be more accountable, the U.S. EPA has pledged that the National Ambient Air Quality Standards program will "reduce or eliminate a contaminant" so that the air becomes increasingly safer to breathe. But how does the agency translate this goal into real measures of performance? Gary Foley of EPA's National Exposure Research Laboratory and Panos G. Georgopoulos and Paul J. Lioy with RWJ Medical School and Rutgers University address this problem using the example of the new 8-hour ozone standard.
