Legislating effectively in the EU

Is European environmental legislation effective? It’s hard to say, finds a report by the European Environment Agency. For the bulk of European Union (EU) measures, greater efforts are needed to show a causal relationship between them and their effects on the environment. Moreover, much of the information EU member states currently collect is not being reported in a way that allows useful comparison to environmental impacts. A goal of the EU’s Sixth Environmental Action Program (Environ. Sci. Technol. 2001, 35 (7), 139A) is to devise a reporting system to glean more useful information, while lowering the reporting burden on governments.
